Could that person be from an area where they don't have good libraries? When I lived in Malaysia, the public library's books were all 20-30 years old and they had an awful selection, at least among the children's books I wanted to read. I went to a private (children's) library instead, where you pay some membership fee and borrow books from a more specialized selection.
Alternatively, maybe the sister has good libraries but is picky about reading really current fiction that isn't stocked here. I find the question plausible. For example, back before anime/manga became mainstream, I wished I could have rented manga.
